Staff Bios

John T. Collins, II, MPH,

John T. Collins, II, MPH, has been employed as Senior Vice President of Workforce Development Services for Goodwill Industries of Santa Cruz, Monterey and San Luis Obispo Counties since 1987. The programs he leads are organized under the division know as Shoreline Workforce Development Services, Shoreline School of Cosmetology and Shoreline Conference Center. He was assigned the Community Relations department in 2011 and has led the organization’s strategic planning efforts since 2009.

A native of Santa Cruz, California, Mr. Collins earned his Master of Public Health Degree from San Jose State University, and his Bachelor of Science Degree in Health and Human Services Administration from Southern Illinois University, Carbondale. Mr. Collins has held positions in both the private and non-profit sectors. Prior to joining Goodwill, Mr. Collins provided consultant services to companies regarding troubled employees and health issues; Program Director for Dominican Hospital's EAP; and Director of Human Organ Recovery at Walter Reed Army Medical Center. A decorated Army veteran, he was awarded a Meritorious Service Medal for his service to this country.

As Senior Vice President, Mr. Collins has been very active in the support and implementation of the Americans with Disabilities Act, The Workforce Investment Act and many educational strategies. As a CARF Surveyor, he ensures that organizations around the world follow the standards for quality employment and training programs.

He serves on the Workforce Investment Boards of Santa Cruz and San Luis Obispo Counties as well as having served on The Monterey County Tourist and Travel Alliance, the Board of the Santa Cruz Chamber of Commerce and Monterey County Hospitality Boards of Directors. He recently completed ten years as an elected Trustee and past president of the board of Santa Cruz City Schools.

He and his wife Annalea have been married for 27+ years. They have three daughters: Angela (a marketing specialist for a medical equipment company), Kate (a third-year law student) at American University in Washington DC) and Meghan (a second year undergraduate at Chico State).


Tracy Stanley

Administrative Secretary- Santa Cruz
Tracy Stanley has served Shoreline Workforce Development Services for since 1988. She manages the database of services and coordinates monthly revenue for the training department, as well as processes referral paperwork into the programs of Santa Cruz Office Careers, Marina Office Careers and the Marina Culinary Arts Program. Ms. Stanley graduated from The Bryman School in San Jose in Medical Assisting and Front Office and has worked as an office manager for two Doctors’ Offices -one for 8 years and one for 4 years.
She brings to Shoreline her ability to be flexible in order to assist each client personally. Tracy Stanley says she is fulfilled in her work by being part of a stepping stone for clients to grow in self esteem, overcome obstacles and become stronger by becoming part of the work force.


Program Managers

Sharon Jones-Tomaro

Manager - Shoreline School Of Cosmetology
Sharon Jones Tomaro has been named Program Manager for the Shoreline School of Cosmetology, a division of Goodwill Industries of Santa Cruz, Monterey and San Luis Obispo. “Sharon has been promoted to this important position because of her strong background in management and training. She has been with Goodwill since 1998.” said John Collins II, Senior Vice President.
Sharon was originally hired by Goodwill to create and lead a new Retail Readiness Training Program. She was promoted several times and most recently served as lead Employment Services Specialist. Her experience and education makes her well qualified for the Cosmetology Program Manger position.
In addition to her deep Goodwill / Shoreline experience, she previously served as classroom instructor for the Santa Cruz County Office of Education. Earlier business experience includes a series of management positions with The GAP in Monterey.
Sharon is a BS graduate of California State University Chico - an Economics major specialized in Fashion Merchandising.



Sara Jamison

-Employment Services Analyst.
Sara Jamison has been a part of Shoreline’s Team since 2000. Ms. Jamison is a graduate of UCSC with a B.A. in Sociology. Her continuing education includes coursework through UCSC and George Washington University. She also has held membership with VECAP, Vocational Evaluation and Career Assessment Professionals since 2002.

Kathleen Marcove

Employment Services Manager - San Luis Obispo
Kathy is pleased to join Goodwill and the team of Shoreline workforce development services as the Employment Services Manager in San Luis Obispo beginning in 2009. She has 20 years experience training professionals in organizational behavior, managing diversity, train the trainer, and strategic planning. She has been a management training consultant for a wide variety of private and public organizations throughout the world most notably the US Peace Corps, Operation Smile, and Terra Livre.
As a graduate of the American College of Switzerland, Kathy holds a Bachelor’s degree in International Political Studies and after serving as a Peace Corps Volunteer in Papua, New Guinea. She continued her education earning a Master’s degree in International and Intercultural Management from the School for International Training. She is been a faculty member at Cuesta College since 2000 in the Business Education Department, where she has served as a founding faculty member of the Customer Service Academy, and recruited by the college’s Institute for Professional Development to serve as the lead instructor to develop the Supervision and Management Academy. Additionally she has been a faculty member teaching business courses for Columbia College and California Polytechnic University. She is an active board member of Mission Community Services Corporation and the Women Business Center, which services entrepreneurs in four central California counties.

Wil Moore

Manager, Employment Services- Monterey & Santa Cruz Counties
Wil Moore currently supervises the On-The-Job Training, Placement, and the Counseling/Case Management Programs in Monterey and Santa Cruz Counties. In addition to supervising these programs, Mr. Moore provides case management and return to work services for worker's who have been injured and qualify for services under the California Worker's Compensation System or Federal Employees Compensation Act . He also serves as the division liaison with the Social Security Administration's designated contractor (Maximus Corp) to provide vocational and job placement assistance to people with disabilities under the newly organized Employment Network system.
Mr. Moore holds a Bachelor's Degree from Point Loma Nazarene University and a Master's Degree in Special Education (Vocational Rehabilitation) from San Jose State University. He has been with Shoreline Occupational Services for 12 years and has been in the field of vocational rehabilitation for 18 years. In the past, he has completed case management contracts with the Veteran's Administration and worked on selected pilot projects to include co-developing a return to work program for a local substance abuse recovery center.
As the Past President of the private counselor division of the National Rehabilitation Association, and an active member within the re-employment field, Mr. Moore brings a depth of knowledge of placement and training systems, which he utilizes to provide customized services that best fit the needs of the Monterey County community.

 

Bill Taylor

Culinary Program and Facility Manager- Marina Campus
Chef Bill Taylor has taught the Culinary Program at Shoreline since 1999. He brings to this position over 35 years of food service experience. Bill Taylor has a wide range of experience in many and varied culinary styles. Not only has Mr. Taylor managed and owned his own restaurant for 8 years, but he also tested recipes in cookbooks for a major well known publishing company. He is a published author himself, creating “The Balanced Diet Cookbook” and 3 others. Chef Bill Taylor gains much satisfaction in his work seeing students with a passion for cooking, succeed in the business after graduation. He also facilitates ServSafeTraining/Certification at the Conference Center.
